Working with Partners to Tackle Violent Crime

Understanding

In order to effectively intervene and prevent violence taking place it is first necessary to fully understand what violence is taking place, where and when. As a result, in 2015 the Commissioner engaged in a partnership approach to analysing violence across the South Wales area. Whilst this work had been going on for some years in the Cardiff area, the rest of South Wales had never considered violence data from multiple sources as a matter of routine. Whilst some work had been done in other areas to consider violence from a multi-agency perspective, this had generally been done as one off ad hoc pieces of work.

Data sharing agreements for depersonalised information sharing were initially drawn up to facilitate the smooth flow of information from Police, Ambulance and the three Health Boards covering the South Wales Police force area. Using this data a regular schedule of reporting was established, with monthly reports covering each Basic Command Unit with the force, and quarterly health board based reports.

In late 2016 a decision was taken to shift to quarterly reporting, on a Basic Command Unit geography. Personalised data sharing protocols were drafted and finalised moving from de-personalised data to personalised information sharing.

Intervening

Through using the understanding element of the programme a number of interventions have been identified. The intention is to keep utilising the data, ensuring that interventions are effective, and using the understanding element of the programme to measure the merits of each intervention.
