Commissioner’s Chief Officers
The Police and Crime Commissioner has a legal duty to appoint two Chief Officers: a Chief Executive & Monitoring Officer and Chief Financial Officer.
Chief Executive and Monitoring Officer – Lee Jones - Salary: £106,000 - £113,000

Role:
- Support the continued development and delivery of the Commissioner’s priorities and pledges
- Carry out the statutory duties and responsibilities of the Head of the paid service and the Monitoring Officer
- Oversee the financial planning, budgetary, resourcing and asset management aspects of the office of the Commissioner
- Drive implementation of the Commissioner’s core strategies and ensuring that effective governance arrangements are in place
- Ensure effective and efficient engagement with both internal and external partners and stakeholders
- Ensure effective engagement with the Chief Constable and all relevant force personnel and planning and managing the Commissioner’s business
- Represent the Commissioner at high level meetings
- Contribute to the efficient and effective delivery of the Police and Crime Plan
Chief Finance Officer – David Holloway Young - Salary: £82,818 - £88,407
Role:
- Provide financial advice to the Commissioner on all aspects of the activities of the South Wales Police, including the Commissioner’s own team, and financial aspects of the strategic planning and policy making process
- Ensure that the financial affairs of the Commissioner are properly administered and that the Financial Regulations are observed and kept up to date and providing a treasury management function
- Ensure regularity, propriety and Value for Money in the use of public funds
- Advise the Police and Crime Commissioner on the robustness of the budget and adequacy of financial reserves, and in respect of any consequential medium and long term implications of budgetary issues
- Ensure production of the statements of accounts of the Police and Crime Commissioner
- Advise, in consultation with the Chief of Staff, on the safeguarding of assets, including risk management and insurance
- Arrange for the determination and issue of the precept
